Francis Wallace (Frank) Howard, 83, of Terlton, Oklahoma passed away on January 7, 2018 in Tulsa, Oklahoma. Frank was born December 24, 1934 in Plymouth, Massachusetts to the late Wallace Doris (Wrightington) Howard. Frank was retired from the Tulsa Police Department as a Lieutenant after many years of courageous and dutiful service. He was also a veteran of the United States Navy (Air Sea Rescue). Frank served as a Private Investigator for many years, was Scout Master of Troop 66, earning the 50-year Scout Award, and worked Security for the TCC Campus police. Frank earned the rank of black belt in Karate and was a member of the Masonic Lodge, earning the 50-year award. Preceded in death by his sons, Ronald Howard and Jerry Howard; and his first wife Hazel Howard. Frank is survived by his loving wife, Margaret of the home; sons, Eric Howard wife, Charlotte of Nashville, Tennessee, John England wife, Michelle of Farmington, Missouri; daughter-in-law, Sandy Howard of Tulsa, Oklahoma; sister, Wilhma Ouellette husband, Terry of Silverton, Oregon; brother, Paul Howard, Hobe Sound, Florida; seven grandchildren, 1 great grandchild, several nieces and nephews and a special niece, Kathy Gibson of Tulsa, Oklahoma. Frank's final wishes were to be cremated. In lieu of flowers, memorial contributions may be made to the Porta Caeli House, 2440 North Harvard Avenue/P.O. Box 580460, Tulsa, OK 74158-0460.
