Janice Rebecca Steptoe was born November 15, 1952 to the late Eva M. Steptoe (Hayes) and Frank Steptoe in Memphis, Texas. She was reared by her mother and loving stepfather, Joe L. Hayes in Amarillo, Texas where she attended public schools, graduating from Palo Duro High. Preceding her in death were her parents and stepfather, three brothers (Charles Edward Steptoe, Dennis L. Janice accepted Christ as a young girl and attended New Hope Baptist Church where she served on the usher board and sang in the youth choir. Janice worked as a candy-striper at Northwest Texas Hospital until she relocated to Wichita, Kansas. After twelve years in Wichita, Janice returned to Amarillo and enjoyed spending time with her family and friends.
